Minimum Wage: Annual Adjustment

AB 10
would increase the cost of doing business for employers in
California by raising the state minimum wage to $8.50 per
hour in January 2012, and then automatically indexes the
wage rate upwards ever year thereafter according to the
annual percentage of inflation.
AB 75
(Hill) Notaries Public: Solicitations

AB 75 would make it unlawful for a nongovernmental entity to
solicit funds or information by using content that could be
interpreted or construed as implying any federal, state, or
local government connection or approval unless the
nongovernmental entity has a connection with a federal,
state, or local government entity.
AB 77 (Gorell): Governmental reorganization: tax functions

AB 77
would abolish California’s Franchise Tax Board and transfer
its functions to the State Board of Equalization. It would
also transfer any tax administrative functions of the
Employment Development Department and the Department of
Insurance to the State Board of Equalization.

(Hagman) State Air Resources Board: Membership: Small
Business Owner

AB135
would create a requirement for one member of the state’s Air
Resources Board to be a current owner of a small business
and have experience with a small business for ten years.
AB 318
(Skinner) Corporation Taxes Reporting Requirements

AB 318
would require the Franchise Tax Board after January 1, 2011
to compile information on any tax credits reported by a
company who is a publically traded and by June 30, 2013 and
each year thereafter the information must be published on a
state web site.
Higher
Taxes On Alcohol
Redondo Beach Chamber Position: OPPOSE
Last
month, the Marin Institute, an “alcohol industry watchdog”
group, called upon the State Legislature and Governor Jerry
Brown to increase excise taxes on beer, wine and distilled
spirits by 25 cents per drink, billing it as a way to combat
California’s record $28 billion budget deficit.
Elimination of Enterprise Zones
Redondo Beach Chamber Position: OPPOSE
Enterprise Zones have demonstrated a high level of success
in creating jobs in communities where unemployment is worst
and have been found to reduce poverty levels, increase wages
and improve rental values in the communities in which
they’re located. Repealing Enterprise Zones is the
equivalent of imposing a jobs tax on employers, making it
difficult to keep workers they already have and virtually
impossible to hire more.
Proposed Metro Rail Maintenance
Facility

The Los Angeles County Metropolitan Transportation Authority
(Metro) is considering one of four sites for acquisition and
construction of a heavy industrial rail maintenance facility
in conjunction with the Crenshaw/LAX extension project.
Elimination of Redevelopment
Agencies
Redondo Beach Chamber Position: OPPOSE
Redevelopment has been a critical tool for creating jobs and
economic opportunities where none existed. Eliminating
redevelopment will kill jobs and economic expansion at the
worst possible time, and our state and local economies will
suffer longlasting and irreparable harm if this proposal is
enacted.
SB 378 (Dutton) Employment:
Alternative Workweek Schedules
Redondo Beach Chamber Position: SUPPORT
SB 378 provides three significant benefits for employers and
employees with regard to alternative workweek schedules: (1)
flexibility with the implementation of an adopted
alternative workweek schedule; (2) confirmation of the
number of hours per day that may be included as a part of an
alternative workweek schedule; and (3) eliminating the
administrative cost and burden on small employers from
conducting a secret ballot election.
SB 883 (Correa) Employers: good faith defense
Redondo Beach Chamber Position: SUPPORT
SB 883 provides employers who rely
in good faith upon and in conformity with the opinions,
interpretations, guidance, advice, or orders of the Division
of Labor Standards Enforcement (“DLSE”), with an affirmative
defense against claims challenging the validity of the
employer’s wage and hour practices on such issues.
SCA 6 (Emmerson) Revised Biennial Session
Redondo Beach Chamber Position: SUPPORT
SCA 6 commences a biennial
legislative secession for the State Legislature at noon on
the first Monday of December, starting on December 3, 2012.
Workers' Compensation Proposal
Redondo Beach Chamber Position: OPPOSE
High costs for workers’
compensation coverage is just one of many measures where
employers struggle to compete with those in other states.
Assemblyman Portantino is trying to link job creation
strategies with reducing the burden of workers’
compensation.
